Mr. Kays serves as one of GovTech’s Subject Matter Experts (SME). He has extensive knowledge in the use of technology in the various aspects in the Justice Process. He is a seasoned business and former political professional. He can provide insight on how technology can impact the administration of justice and how to navigate the political terrain of such efforts. Mr. Kays has a reputation for the successful use of technology in the administration of justice. He has the government experience to assist elected officials.
Mr. Kays has enjoyed a 32 year career where he served in Court Administration as Clerk of the Court for McHenry County and as a Probation Officer where he counseled both adults and juveniles with the McHenry County Department of Court Services.
In his 30 year tenure as the Clerk of the Circuit Court, Mr. Kays instituted several different technologies: a document imaging system, electronic court calls program, electronic ticket program, collection of fines program, and public access program. Most recently, he provided leadership and executive sponsorship to McHenry County on the development and implementation of an Integrated Court Information System which involved the agencies of the court, i.e. Court Services, State’s Attorney, Circuit Clerk, Public Defender, and law enforcement. As well, he has provided leadership and consulting services to many other government agencies on the use of technology in the administration of justice.
For four years, Mr. Kays served as the Assistant Director and Job Development Counselor of the McHenry County Comprehensive Employment Training Act in conjunction with the U.S. Department of Labor at McHenry County College. Presently, he is also a Commissioner on the Economic Development Commission for the City of Marengo.
Mr. Kays received a Bachelor of Arts Degree from Southern Illinois University where he majored in Political Science. He has attended numerous seminars for the Administrative Office for Illinois Courts, Circuit Clerks, and the National Center for State Courts.
Mr. Kays is a veteran having served in the United States Army. |
